    "ocrText": "March 22nd, 1921.\nMiss Gertrude Elisabet Mill,\ne/o H. F. Burnett,\n2718 Arthington Street,\nChicago, Illinois.\nbut not taken, filed with our representative at the port of debarkation of\nMyWienr\nyour claim for salary in lieu of vacation earned\nupon your return from service in Siberia, we beg to quote the clause\nthe Siberian contract governing this question:\n\"B is allowed a vacation of two weeks per year\nwith pay, but no expenses or maintenance. This\nvacation may be taken at any time after the com-\npletion of six months' service.\"\nIn view of the many similar claims lodged with us in this connection,\nwe requested the Siberian Commission for a ruling in this regard, which\nwe quote below:\n\"Your answer to our No. 251 concerning the payment\nof salary for vacation periods not actually taken\nhas settled a much debated point which we felt\nshould be straightened out by reference to the gen-\neral Red Cross principle followed elsewhere. On\nyour decision to \"pay salary covering vacation earned\nbut not taken\", we shall pay two weeks' salary to\nall those who have served a year with the Siberian\nCommission, such year dating from the period when\ntheir salary began to the period of their discharge\nand thus covering their travel by sea to and from\nSiberia. This will conform with our Siberian con-\ntract, which reads that personnel are entitled to\na vacation of two weeks upon a year of service.\nThis twc weeks may be taken, under our contract,\nat the convenience of the Commission after six months\nof actual service. We cannot assume, however, that\nthis privilege of taking the two weeks at the end\nof six months' service entitles the personnel to a\nvacation as \"earned\", eince the two weeks\" vacation\nis for 2 year's service. Therefore, those who have\nserved nore than six months and less than a year\nwithout vacation are not entitled to salary for vac-\nation \"earned\", but not taken.\"\nSince you did not complete a year's service with our Siberian Com-\nmission, between the dates of your departure from and arrival back in\n13250"
