Hearing Appeals on Sex Deviation Cases
The
The attached file contains:
a. Memorandum from the Deputy Director of Personnel
presenting the special problem of establishing appellate pro-
cedures for sex deviation cases and explaining the basis for
the procedures recommended.
b. A proposed statement to be signed by you, if you
approve, which would authorize the establishment of a Hearing
Committee. This procedure would be distributed to appropriate
staff officials and heads of constituents only for their informa-
tion.
I wish to call to your attention the two most significant
points involved in this proposal:
1. The composition of the proposed Hearing Committee,
namely, the General Counsel, the Director of the Office of Field
Services, and the Director of Administration.
2. The principle that there should be one hearing and
that the composition of the appellate panel shall not include
anyone who has been involved in the original decision.
I recommend that you sign the proposed statement and that
it be distributed to appropriate staff officials and heads of
constituents.
