MEMORANDUM ON THE NATIONAL SECURITY COUNCIL MEETING
Item 4. Our Policy toward Spain
The discussion turned on the recommended amendments
made by the Senior Staff to NSC 72/2 conclusions together
with the subsequent amendments recommended by the Joint
Chiefs of Staff. I accepted the amendments of the Joint Chiefs
to Sections 7 (a), (c), (f) and 8 (a). In regard to paragraphs 7 (d)
and 8 (b) I made the proposals which we agreed upon this morning
as shown in my book. These were accepted by Mr. Lovett for
the Defense Department and were approved by the President.
