LOVETT (State) Level for industry for Germany settled in London this week. State & War did a good job. Rio Conference has come off far better than we had any right to hope for. On debit side (1) Greece - We have a new cabinet in there but time will determine if this is a win or a loss. Our efforts will be meaningless unless a higher degree of order is established within the country itself. (2) Palestine - No prospect of any agreement between in- terested parties. The issue is drawing in Moslem Nations & the black and yellow races they have found an issue they can get together on. This might result in the Asiatic countries getting the balance of power in the U. N. (3) Paris Conference - Conferees have not been realistic. Western European nations are asking for more than we have any right to give them. The outlook at this point is fair but no more than that. SNYDER Anglo-American loan discussions are proceeding. To have further discussion in London. British govt has to take action in labor situation especially coal miners to step up production and delivery. There are un- limited reserves of coal in England.
