No hope of real agreement at this time at this session. Soviets however are unpredictable. THE PRESIDENT There is a split in both political parties in the Philippines which if continued may result in election of puppet President of Jap- anese. Ordered that no official take any part in Philippine elections. Asked Brannan how storage bin program is progressing. BRANNAN The commodity credit Corporation bill got thru last night. While it is not as good a bill as desired Brannan believes it should be signed. JOHNSON Asked for approval of liberal attitude in ferrying members of Congress to Europe and other Atlnatic Pact countries after Congress ad- journs. It will be helpful in developing support for Atlantic Pact and Arms Program. WHITNEY (Comm) Our investments abroad have increased by a billion a year since the war. This is important in connection with the President's Point 4 Program. 2/3rds of this increase is in the Western Hemisphere. THE PRESIDENT Prime Minister of Canada sent a long letter re St. Lawrence Seaway. Asked Commerce to draft a reply.
