Instructed Sawyer, Snyder & Atty Gen to get together to block
trans-shipment at Bombary (to China) of Branson Cargo - as it is endan-
gering the security of the United States.
ACHESON
Allies proposal for meeting of deputies with Soviet has been os-
tensibly accepted by Soviet but actually it had been rejected. We are
now in conversations with French & British to see what we do next.
BRANNAN
We have had a set back in our program in Mexico to prevent hoof &
mouth disease but it is confined to one ranch which has been quarantined
and fumigated. This is the first evidence of the disease in Mexico for
11 months.
WILSON
The time has come to sep up a Defense Production Administration
which will do the job of the old WPB. This will steam up our production
drive.
