The Soviet deputy disagreed, adding that the treatment of the various enemy states should not be identical. He also said the USSR favored the return of all of Transylvania to Rumania. 210. UNO Secretary General Lie has suggested that the Security Council meet March 25 because certain delegations cannot arrive by March 21, the scheduled date. 051- ALBANIA Soviet penetration of Albania is moving with a rapidity which appears ominous, according to our representative in Tirana. Albanian soldiers on leave and those recently demobilized have been ordered to report for duty March 15. Other military acti- vity is reported. 051- BULGARIA During a discussion with several Bulgarian cabinet ministers, Ambassador Barnes was informed that in their opinion obstructions to a satisfactory solution to the Bulgarian question will not be removed until the US and UK have found a way to treat effectively with the USSR on the problem of the Dardanelles and the Aegean. 051- IRAN Ambassador Murray reports that the Soviets may be deploying their troops in Iran so as to surround Tehran from the west, north and east. Unconfirmable estimates of Soviet troop concentrations along the Turkish frontier vary from 7 to 12 divisions. The Shah of Iran is torn by doubts of Prime Minister Qavam's loyalty and is extremely apprehensive of a Soviet blitskrieg 051-gran sweeping through the whole Near East before UNO or the western powers could act to block it.
