My dear Friends:
This is to acknowledge the receipt of
your letter of October twelfth. While your
interest in writing is appreciated, the Presi-
dent after most careful consideration felt
constrained to withhold his approval of S. 1407.
I am enclosing, for your information,
a copy of the President's veto message to the
Senate.
