Halsh: Thank you for your letter of January 7 and for your comments on our memorandum. Our Bureau of Intelligence is prepared to cooperate with established rumor-combatting groups, and we have suggested that such groups send us non-local rumors. You will find a fuller account of possible cooperation in the enclosed memo- randum. I am informed that on December 8 our Bureau of Intelligence sent you material concerning a request from you (November 27) concerning a rumor about a coffee shortage.
