MEMORANDUM FOR THE PRESIDENT:
Subject: Attached Memorandum Concerning Conditions
in Japan.
Attached is a memorandum from Alex Pendleton concerning
conditions in Japan. Mr. Pendleton is an American who went to
Japan as a Naval officer during the war and has remained there
to practice law.
If the si tuation in Japan actually is as bad as this
memorandum states, the matter is obviously very serious. I talked
with Mr. Pendleton for about an hour at the request of Lamar Caudle.
Mr. Pendleton impressed me as a very intelligent man. I would
guess that he is inclined to overstate things considerably. Never-
theless, in his conversation he gave so many specific instances
to support some of his allegations that there seeme to be sub-
stantial grounds for his charges -- unless his statements concern-
ing events that actually occurred are complete fabrications.
It appears to me that the charges are serious enough,
and the likelihood of their being substantiated is great enough,
to warrant further investigation.
In this connection, it should be noted that Mr.
Pendleton made this memorandum available on a confidential basis.
He is willing to cooperate in an investigation if one is to be
made on a serious basis. However, he is returning to Japan where
his law business depends upon his relationship with the American
authorities there, and he does not wish to offend them if nothing
is to be accomplished thereby. I assured him that his confidences
would be respected.
