MEMORANDUM FOR THE PRESIDENT
Subject: Peace Treaty wi th Japan
There is attached for your approval a draft of a
statement which it is recommended you make upon the
coming into effect of the Peace Treaty with Japan and
the Security Treaty between the United States and Japan.
As previously announced, the United States will deposit
its ratification of the Japanese Peace Treaty and
exchange ratifications with Japan of the Security
Treaty at approximately 9:30 I.M., Monday, April 28.
This will be done at a small ceremony to be held in
the auditorium of the Old State Building in which
I will participate together with the Japanese repre-
sentative in Washington. If you approve the attached
statement, it is my desire to read it in connection
wi. th that ceremony so that it will receive the widest
possible circulation in Japan through the planned re-
