Weather: Scattered to broken high and low clouds over Southern Korea. From Suwon north, a high thin layer, with bases at 18,000, becom- ing scattered north of the 40th parallel, visibility unrestricted. South of Seoul to Pusan, overcast ceilings at 1,200 and visibilities six miles to haze. East coast remained high thin overcast, bases 18,000, visibilities unrestricted. Forecast: Overcast high clouds and broken low clouds. Bases low clouds 1,500 and tops 5,000. Bases high clouds 14,000 and tops 16,000. Visibility four miles in light rain. By 1000/06(KT) bases of low clouds will raise to 2,500, with tops at 4,500. Visibility six miles, and this con- dition to persist until 2000/06(KT). 2. Soviet participation: According to FEAF, reports of interrogation of troops and civilians in active combat zones generally agree as to the presence of some Soviet personnel among North Korean forces, particular- ly in tank operations. (SECRET) 3. Operations: *a. The North Korean operational plan in the Suwon-Osan area, FECOM believes, is to fix the South Korean forces in the Osan area by pressure from the north while executing a major turning movement from the east in an effort to encircle the remnants of 5 South Korean divisions. This primary operation, FECOM adds, is supported by advances to the south in the center of the Korean Peninsula and by minor landing operations on the east coast at Utchin. (FECOM) (SECRET) *b.
