SUBJECT: Restrictions on the Use of the Attached Report
(Ref: Memorandum for The President, dated
June 28, 1961, Subject: Berlin)
In accordance with the President's wishes, the circula-
tion of the attached report has been strictly limited to those
individuals having immediate action assignments in connection
therewith.
The attached copy of the report is sent you for your
personal use. Please maintain personal control over the
document and permit access thereto only to those members of
your immediate staff who must see it in order to carry out their
assignments. Such access should be permitted only in your
office.
