F said he had called K enough; K said he had tried to return F's call the
other day, and had asked Len Garment to call him.
F said this situation- - the understanding was if there's going to be a shift
in policy toward the Middle East I was to be kept informed. F said he is
in an embarrassing position with all these big meetings in New York. K
said what big meetings. F said the United Jewish Appeal and the KDC (?).
F has been the principle speaker. K said what secret meetings. F said
no secret meetings. F said I didn't say secret meetings. K said then
what meetings. F said here in New York. K said by whom? F said may-
be I'd better start all over again. F said there are meetings of Jewish
communities
K said oh, I understand. F said
greeted warmly
here by a feeling of a major shift in policy on the Middle East. F said my
understanding was if there was a change I should be kept informed. F said
if I have leadership role in Jewish community, I should be told. F said
has there been a shift in policy? K said Joe Sisco was supposed to give
you a full briefing. K said Len Garment called Sisco ar our request and
Sisco said he would give you a full briefing. F said I haven't had it. K
said you check with Len; I thought the matter was under control. F said
if I'm going to be effective, I should know where we stand. F said if I am
to speak out, I have to know where we stand. F said if there's been a
shift, and they don't want me to know about it, I should know that too. K
said there's been no shift. K said I was very busy or I'd have briefed you
myself, but Sisco said he would do it.
F said and then I was told there was going to be a speech by Rogers. F
said on top of it to have Humphrey speak and blast the Middle East state-
ment--he made quite a speech. F said he was quite a man to be opposite
to, but that's not the point. F said Joe Sisco
I didn't have informa-
tion; I just got a copy of the speech now. F said there was a telegram
sent by the P for him to read and it was greeted not in a way F didn't
like. F said he called Joe on Wednesday, but he was out of town and no-
body knew where to reach him and nobody knew where he was. F said
the meetings are going on through the weekend. F said it's very unfor-
tunate; I don't know what this is all about. K said right; out position is
taken along the lines of the Security Council position that's been agreed
to--no major shift. F said is definition of borders a shift in policy? K
said on Egyptian de--similar to what the P said at the UN to which
Eban agreed. K said but that the P said already in September. F said
maybe it's the tone; I don't know, there has been a breakdown in commun-
ications, I am not satisfied yet. K said why don't you talk to Joe Sisco?
