I think\nyou and I had better put our heads together.\nK: I don't think he understands it.\nM: I came back with 5 to 7 hundred million. And he ordered me to\nput 3 billion dollars\nget rid of 3 billion dollars on stockpile in the\nbudget. It's the firmest he's ever been with me..\nK: I've send him a memo, which he apparently hasn't read yet.\nM: He told me he wants to sell half; I came back with 7 hundred and he\nbooks like I'm disobeying orders. I can't tell him 3 billion is important because\nhe ordered me to do it.\nK: Yes, but I can.\nM: Why don't you take it up with him. You could probably do something\nthrough Futures (?). We haven't time for a big study; I've got to have a digit\nin the budget and mighty soon. The P said 'tin ! I don't care what happens to\nBolivia. I Well, he really does.\nK: Let me see where all of this stands.\nM: And come back as soon as you can. I'm getting nervous about some\npeople who heard him say that who are going to say that 'the P directed you\nBob, 1 and they're going to spend that much somewhere else.\nK: One of the arts of a Presidential assistant is to know when an order\nis an order.\nM: I've had orders to cut 25%, and haven't done it.\nK: I've done the same.\nM: That's why we are Presidential assistants and somebody who takes\nhim more literally isn't.
