It will be interesting to see Dobrynin's reaction tomorrow. Of
course, he won't be able to speak for the government but his reaction will
have some influence on them. Say, "Now, look, we want to nail it down,
we don't want any crapping around now. September 15th and that's that. 11

On the whole
it is one of those shameful things. They are
not really getting a damn thing out of it. They have fought 25 years
only to have Thieu still in office.
P:
Do you think they will do it then after the election?
K:
I think they will. They have no place to go. Two years ago, they
would say, you lost the war why don't you accept it and today they say
but they say in three years we will be put off but 3 years is
a long time off.
P:
Good, good. On the economic announcement, Connally was the big
wheel on this. He did a hell of a job. We pulled it off together and also
really had an enormous affect. Has people like Rockefeller walking on
the clouds.
K:
Really?
P:
Oh, yes. He called me and said it was the greatest thing since
MBFR.
K:
I wanted to see the press comments -- I didn't call you right away
until I could go over them. The consensus seems to be that it was the
boldest move since the

P:
I hope it will work now. It may have finally stepped this country
out of

K:
The economy is partly a psychological problem. No matter what
happens if you take the attitude that things will get better, things will get
better.
P:
Yeah.
K:
I don't know anything about these things, but it looks like a damn
ingenius program to me.
