    "ocrText": "TELCON\nAmb. Scali - Secretary Kissinger\nNovember 1, 1973\n4:20 p. m.\nS:\ngoing to talk to Tekoah but I wanted to talk to you before\nI talk with him. I wanted to ask you whether or not you would\nconceivably change your mind on Indonesia. They are the most\nresponsible people up here, the most responsible by far.\nK: I don't see how we can hold this line. Why don't you talk to\nthe Israelis, but we can't be beaten to death by the UN people while\nthe Israelis are beating us to death, saying we are betraying them and\nwe have so many fish to fry.\nS: There will be of necessity about half a dozen vetos\nfor special\ncircumstances. AFricans need representation. If we skip the Indon-\nesians, who are with the peace force in VietNam, and by all standards\nthe most objective of the non-aligned\nI can veto until the COWS\ncome home.\nK:\nwait until you talk to Tekoah.\nS: Just isn't going to seell because of\nIf you can give me Indonesia\nbecause they are by far the most responsible. They have talked about\nthe practical need to get along with both parties. Amb. Sani is the\nonly guy we've gotten any support from, if you skip him and go only\nwithNepal it just isn't going tofly.\nS: We are being driven from one impossible position to another by\ntactical exigencies. It's absurd to ha e forces one of whose members\nis opposed to\nS: I can say that we will veto the composition of this force.\nCame up\n40 times this morning in what was a violent closed door meeting; Indonesians\nonly ones not in on this.\nK: That's going to be our fate on alot of things.\nS: Sure it is but I wonder if there isn't any give on Indonesia, since\nyou know what they are like\n.\nK: When do you have to know?\nS: In the next 45 minutes.\nK: OK, I'll have Eagleburger call yal."
