THE PRESIDENT HAS SEEN THE WHITE HOUSE WASHINGTON February 16, 1974 MEMORANDUM NOR THE PRESIDENT SUBJECT: AREAS OF PRESIDENTIAL CONCERN Following is a status report on the areas of concern you recently registered with me. BLS CHANGE IN CALCULATING UNEMPLOYMENT RATES The issue here is whether or not a change in the statistical methods of reporting unemployment rates would result in higher unemployment rates being reported in California and Florida which could increase the national unemployment figure by over 1%. The Labor Department has revised the estimating procedures for determining unemployment. The new procedures will bring the method of estimating State and area unemployment into close alignment with the methods used in the national survey of employment and unemploy- ment. This change will cause a small increase in the unemployment figures for California and Florida, and a decrease in some other States. For many States there will be no change. The important point is that national unemployment figures will not be affected by this change. Secretary Brennan advises that since your meeting with the Congress- men, the State of California has accepted the change in methods and is in the process of implementing them to conform to the new system. LEGAL SERVICES LEGISLATION Since early 1973 you have had an Administration bill on this. It would establish an independent Legal Services Corporation, free of politics, its Board of Directors Presidentially appointed and subject to Senate confirmation, plus other provisions designed to prevent abuse.
