Today and Yesterday, Stories of Interest and Concern

1) The CSM points out that the issue of race is going to be
an immediate problem in this Congress. Norther liberals are pushing
for "cease and desist" powers for EEOC; while Southerners are pushing
for their anti-bussing amendments. Furhter, in Ron's briefing yes-
terday, the main focus of press concern and push was the Administrat-
ion's position on new HUD regulations to put low-cost housing in the
suburbs almost exclusively. As this is certain to be an issue for
the political year, indeed for decade, we will ulearly need a long-
range, thought-out position on this critically sensitive political
and social question for the President.
2) Not much we can do about it, but we should be aware that
Dems (especially Kennedy) and media are moving Vietnam back to the
fore. Life cover story this week was on that one GI who died in
Vietnam, only death in last week of 1971. Also, Seymour Hersh get-
ting publicity with charges of another My Lai, same time as the first
one, where Vietnamese were massacred. Rhetoric getting hot again.
3) Note Rising profile of EMK. Clearly, he is taking the
rhetorical leadership of his party; Scoo came back at him yesterday
as did Ford, but EMK is clearly setting himself up as an alternative
to RN in media, exlipsing Muskie to a degree. Also, Esquire has what
appears to be a thirty-page whitewash of Chappaquiddick, and old Abe
Ribicoff is starting to say it is Muskie or Kennedy.
4) Minor story says McGovern will publicly reveal source of
funds for campaign on March 1. This will immediately put the
press ures on Muskie, but eventually on us to "go and do likewise. 11
We should be aware this issue is coming up.
