By 206-203, House tentatively killed proposal to grant 1st fed
subsidies for mass transit. Admin had opposed the direct grants.
And UPI saw House thus "handing another victory to Admin. 11
However, as ABClater noted, following an intensive hour of arm-
twisting by House Dem leaders, House voted 210 to 205 to reverse
earlier decision.
Conferees agreed on 25% increase in aid to school lunch program,
w/promise of mor e money if food costs continue to rise.
Senate
voted cut of 10% in aid to schools in states where number of pupils
from poor families has decreased. UPI says compromise will have
only slight impact on US as a whole but would cut deeply into budgets
of some big city systems.
Weinberger announced to an "audience of stunned mental health
professionals and volunteers" that 15 community mental health centers
would be "phased out" because they'd achieved the momentum to
"thrive and expand" at local level when federal grants expire.

Sens introduced bill to override Admin's strict regs on social
services. Mondale is chief sponsor.
Mich state mediator says 2 sides in Detroit teachers strike are
"hopelessly deadlocked."
NBC film of Omaha man suffering from cancer of liver whose
physical condition, tho deteriorating, is yet adequate to take liver
transplant. While friends have rallied around for expenses
($50, 000 from 1) and private jet is on S tandby to fly him to NYC's
Sloan-Kettering, a liver donor cannot be found. Doctors fear donor
won't be found before point is reached where patient's body can't take
the transplant.
After years of secrecy and fear his homosexuality would become
known, former NYC public health commissioner Dr. Howard Brown
is making fact known to help end employers' prejudice against gays.
He said there are others in prominent positions and in a number of
professions who are "terrified" their homosexuality will become
known. He himself has known "more gay physicians than hairdressers. 11
