Comment Separate)\nThe major stories of the day:\n-- Govt. is taking control of propane/heating oil allocation, led\nNBC. Action taken w/every indication of serious fuel crisis\nthis winter, began ABC. Govs., MCs, lot of local officials have\nlong been pushing mandatory program which WH has resisted,\nCBS led, but announcement that petitioners were awaiting has\nnow been made\nLove/Morton on film on all nets in 4-5\nminute leads w/Morton saying on each: Severity of shortage\nwill depend on severity of winter; allocation does nothing to\nboost supplies, but it does spread whatever discomfort there\nis around evenly\nHHH on CBS film said IS another piecemeal\nmove, but he's grateful for anything this foot dragging\" Admin\ndoes. Wires say general Hill reaction is that move is \"too\nlittle, too late.\n11\nBut NBC film of farmers and New Englanders\nfound move appreciated.\nABC film on tremendous potential of\nshale oil if cost in dollars and pbllution is accepted.\n\"No, 11 there 'll be no change in decision to close down the refugee\ncamp, said Austria's Kreisky before meeting w/Meir. #2 or 3\nstory on all nets as she left immediately after 90-min. session\nw/out seeing press. Change in plans seen as reflecting her anger.\nKreisky proposed UN take over the camp, but he says Meir\ndidn't seem interested. She's suggested Israel may ask Holland\nto help\nNBC noted Egypt is sending its Min. of tourism to\nVienna to \"thank\" Kreisky for his stance. Meanwhile, said NBC,\nthe camp is still open and functioning.\nMitchell, Kleindienst, Gray and Petersen shown on film on all\nnets in Texas as defense summoned them to explain Justice's\naction in the Sharpstown Bank scandal. Defense claims top Dems\nwere being discredited by Justice for political reasons. Film on allonets.\nAUSTRIA/ISRAEL\nKreisky defended promise to hijackers as \"victory for humanity\"\nand said he was closing camp for Jews' safety. CBS said he wasn't\nlooking happy after Meir session either and said decision was hardest\nof his life; but was done to save 4 lives. Further, he emphasized\nrefugees still can come thru Austria but they can't stay around\nlong or Austria would become Mideast battleground.\nABC noted Kreisky/Meir are old friends, fellow Socialists and\nfellow Jews (CBS pointed out he was non-practicing), but the smiles\nbefore melting apparently evaporated as atmosphere changed inside.\nCriticized for capitulation to guerrillas, ABC said he stood his\nground\nNBC film as Meir said deal was a shock and very sad,\nbut she hoped for change. Whatever her hopes, they were dashed.\nCBS AM reported Austria's suggestion US should share some\nof burdens re: refugee camp annoyed State which pointed out US paid\n1/2 the cost of the camp among other things. Cronkite said\nthey were protesting restrictive emigration policy and soon found\nout about restrictive policy on protest.\nPRC, in what UPI calls a stinging attack charged US/USSR were\nresponsible for most of world's disorder and were engaged in a\nfierce scramble of aggression and subversion on a grand scale to\ndominate the world. Vice foreign minister Chiao at UN derided\ntalk of detente. Noted by ABC/CBS\nBrunt of attack aimed at\nUSSR, says UPI as he said: \"Actions of USSR have amply shownit's\nsocialist in words, imperialist in deeds.\n11\nABC noted PRC also\nscoffed at Russ idea to give 10% of defense budget over to developing\ncountries \"empty words. 11\nChiao also ridiculed SALT I, declaring\nit \"cannot hookwink many or intimidate world, but can only arouse\nindignation, misgivings and disillusionment.\n11\nUSSR, apparently\nadvised in advance, walked out of UN before Chiao could deliver attack\npersonally.\nB. Kalb w/CBS AM film of 24th anniversary party held by PRC\nliaison office and attended by WH officials, diplomats, MCs, scholars,\netc. It was \"quite an event;' there was a \"big turnout, 11 and invitations\nwere \"treasured, 11 said Kalb, who termed event and guests as\nsymbolic of US-PRC cordiality. Africa situation is bad, tho improvinga little, and in Bangladesh\nthere's not enought food to last til Dec. While praising other countries,\nparticularly US which he called the \"main line of defense agains\nstarvation, 11 for massive relief, Mayer noted world reserves of food\nare low. US grain deal to USSR has made a \"great difference\" in\nability to stave off starvation because it's changed avenues of trade\nand increased grain prices mean govts can buy as much as they once\ncould. In West, there's 600B\nbarrels untouched -- enough for 90 years at current US usage.
