Ri chmond Times-Dispatch reports Galbraith says it's "only
a matter of time' before RN's impched or resigns. "A process
has taken over that has a great inevitability about it, RN can delay,
but sometime, sooner or later, he'll disappear from the scene
There's still more to come
[RN] has a great deal to answer
for, 11 Galbraith continued, citing "steady erosion of GOP support"
for RN as 1 example of how RN's being forced out. He also contended
RN's "spending 95% of his time on survival and the other 5% on other
problems, 11 resulting in a "weak govt. 11 And "inflation is always
something you get w/a weak govt

It's a "fairly safe prediction
that we'll have further exaggerated price increases of a rather dis-
agreeable sort" during rest of '74, said Galbraith. Oil shortage is
just the start of future shortages in other raw materials. "We're
at beginning of a stage where these disparities are going to be a
normal feature of our existence. 11 He called on govt to plan and
control raw materials to minimize shortages. He also thinks US
will forgive EMK's Chappy incident because "people will say that
anything that far in the background should be forgiven. 11 In fact, he
said "EMK would probably be a better chief exec than JFK because
JFK was 'impatient' and EMK 'is good at getting legisl

enjoys prestige of this w/his colleagues. 111
Chamberlain doubts RN can get a fair Hill hearing in present
political climate. When RN, "who knows the law, 11 doesn't rush to
surrender tapes, "the idea's spread that WH considers itself above
the law. 11 Thus Harris finds 67% believing in advance of the dead-
line that RN will "w/hold impt info. " But the worst prejudicial item
in Chamberlain's view is Lurie's paperback The Impchmnt of RN
which "ends w/a series of statements which
haven't been sub-
stantiated by anyone connected w/the various hearings, excepting
Dean. 11 Re: Cox firing, Chamberlain notes RN never got his
rationale for that across, but Hill "jury would be derelict in its
duty if it were to hang RN because he's inept at p. r.
RN's
being tried in advance by polls, by innuendoes, by outrageous state-
ments in paperbacks, by requests he resign before any guilt has
been proven. W/all this going on how can any impchmnt trial be
conducted w/out prejudice?
Noting Founders' intent in creating impchment was to "minimize
partisanship and promote a maximum of orderly justice, 11 W.R. Hearst
