2. WE CONGRATULATE THE EMBASSY FOR ITS INITIATIVE IN
RAISING THIS ISSUE WITH KNOWLEDGEABLE SWISS OFFICIALS,
THEREBY CLARIFYING BOTH THE STATUS AND TIMING OF JUDICIAL
PROCEEDINGS AND THE TENDENCIES OF SWISS THINKING.
3. WE AGREE WITH RECOMMENDATION IN REFS (B) AND (D) FOR
ADDITIONAL DISCUSSIONS WITH SWISS. EMBASSY IS REQUESTED
TO MAKE DEMARCHE TO THE SWISS GOVERNMENT AT AN
APPROPRIATELY HIGH LEVEL. RELEASE OF AL ATAT AT THIS
POINT WOULD BE HARMFUL, BOTH TO ON60ING INVESTIGATION OF

(A) THE ALERT ARREST BY THE SWISS OF AL ATAT HELPED THE
ITALIANS PREVENT A MAJOR TERRORIST INCIDENT, JUST-AS THE
ALERT ARREST BY ITALY OF ANOTHER ARAB TERRORIST LAST
-
SEPTEMBER ENABLED THE FRENCH TO ARREST A TERRORIST
BELIEVED BY THEM TO BE A KEY FIGURE OF THE LEBANESE ARMED
REVOLUTIONARY FRONT RESPONSIBLE FOR EARLIER ASSASSINATION
AND ATTEMPTED ASSASSINATION OF US AND ISRAELI DIPLOMATS
IN FRANCE (1982-83).
(B) US6 APPLAUDS THIS SORT OF VIGILANCE AND COOPERATION,
DOES ITS BEST TO CONTRIBUTE (I.E. WARNING TO SWISS
AMBASSADOR IN BEIRUT LAST OCTOBER WHICH CAUSED HIM TO
LEAVE THE COUNTRY), AND BELIEVES THAT IT IS ESSENTIAL
THAT GOVERNMENTS UNDER THREAT CONTINUE TO COOPERATE AND
HOLD FIRM AGAINST THREATS.
(C) THE CHANGE IN ATTITUDE OF TERRORISTS AND IRAN
GOVERNMENT TOWARD THE HOSTAGES INSIDE THE HIJACKED
KUWAITI AIRLINER WAS RESULT IN PART OF FIRM ATTITUDE BY
KUWAITI AND US GOVERNMENTS AND IN PART OF SOLIDARITY BY
KEY GOVERNMENTS SUCH AS SWISS WHO MADE IT CLEAR THEY
SUPPORTED KUWAITI POSITION AND OPPOSED TERRORIST DEMANDS.
(D) INTELLIGENCE AVAILABLE TO USG LEADS US TO BELIEVE
THAT THE MIDDLE EAST THREAT VS. WESTERN EUROPE AND- -
WESTERN INTERESTS IN THE MIDDLE EAST WILL BE AS GRET OR
GREATER IN 1985 THAN IN PAST YEARS, A BELIEF SHARED BY
FRENCH FR6 AND ITALIAN GOVERNMENTS WITH -WHOMWE HAVE
RECENTLY DISCUSSED THIS PROBLEM. THEREFORE, WE-BELIEVE
THAT ONLY BY STILL CLOSER COOPERATION AMONG WESTERN
INTELLIGENCE AND POLICE SERVICES AND MAXIMUM POSSIBLE
FIRMNESS ON DIPLOMATIC AND JUDICIAL FRONTS CAN THE THREAT
BE MET.
(E) WE DO NOT RPT NOT SHARE THE VIEW THAT THE ITALIAN
GOVERNMENT IS TAKING LIGHTLY THE INVESTIGATION OF THE
PLOT AGAINST EMBASSY ROME. THE USG HAS BEEN WORKING
CLOSELY WITH THE 601 ON THIS CASE AND CAN ATTEST TO THE
SERIOUSNESS OF THE EFFORT.
(F) WHILE WE ARE NOT IN A POSITION TO INTERVENE WITH THE
60S ON BEHALF OF AN ITALIAN EXTRADITION REQUEST FOR AL

CCC, ETC. WHO ARE INTENSIFYING ACTIONS AGAINST NATO AND
NATO GOVERNMENTS. THESE GROUPS APPEAR TO HAVE
ESTABLISHED LINKAGES AMONGST THEMSELVES WHICH ARE AS YET
ONLY POORLY IDENTIFIED BUT BEAR VERY CLOSE WATCHING BY
ALL WESTERN EUROPEAN GOVERNMENTS (SEE SEPTEL).
SWITZERLAND IS A CENTRAL COMMUNICATIONS AND
TRANSPORTATION HUB BETWEEN THE MIDDLE EAST (ESPECIALLY
IRAN) AND WESTERN EUROPE, AND BETWEEN VARIOUS WESTERN
EUROPEAN COUNTRIES, AND THEREFORE HAS AN EXTRA REASON FOR
VIGILANCE AND COOPERATION. IF SWISS ARE WILLING, WE
BELIEVE SUCH CONFIDENTIAL, BILATERAL COOPERATION WOULD BE
MUTUALLY BENEFICIAL.

1. AS POSTS ARE AWARE, IMPRISONED WEST GERMAN TERRORISTS
ARE CURRENTLY ON A HUNGER STRIKE IN WEST GERMANY. THE
RECENT RASH OF BOMBINGS IN WEST GERMANY ARE BEING CARRIED
OUT TO SUPPORT AND PUBLICIZE THIS HUNGER STRIKE. SEVERAL
TERRORISTS ON HUNGER STRIKE ARE CURRENTLY NEAR DEATH.
THE DEATH OF ONE OF THESE HUNGER STRIKERS IS EXPECTED TO
PROVOKE TERRORIST RESPONSES NOT ONLY IN WEST GERMANY BUT
IN OTHER WEST EUROPEAN COUNTRIES LIKE PORTUGAL, SPAIN,
ITALY, SWITZERLAND, FRANCE, BELGIUM, TURKEY, GREECE, AND
THE NETHERLANDS. THE TARGETS OF THESE TERRORIST ACTIONS
WILL MOST LIKELY BE GERMAN, U.S., AND NATO INTERESTS.
2. DURING PREVIOUS HUNGER STRIKES WEST GERMAN TERRORISTS
HAVE USUALLY ENDED THE HUNGER STRIKE AFTER THE DEATH OF
ONE TERRORIST CHOEGER MEINS IN NOVEMBER 1974; SIGURD
DEBUS IN APRIL 1981.) HOWEVER, IT IS DEPARTMENT'S
ASSESSMENT THAT THE CURRENT HUNGER STRIKE MAY DEVELOP
LIKE THE IRA'S HUNGER STRIKE IN 1981, THAT IS, PROLONGED
AND RESULTING IN SEVERAL DEATHS. SHOULD THIS TAKE PLACE,
