THE WHITE HOUSE SECRET SYSTEM II WASHINGTON 90050 January 26, 1988 NATIONAL SECURITY DECISION DIRECTIVE NUMBER 299 RESTORING NORMAL IMMIGRATION PROCEDURES FOR CUBAN NATIONALS (C) In light of the Government of Cuba's announced decision on November 20, 1987 to begin immediate eimplementation of the December 14, 1984 U.S.-Cuba migration agreement and subsequent actions that evince its intention to abide by this commitment, U.S. efforts set forth in National Security Decision Directive 235 of August 18, 1987 (hereinafter, 'NSDD 235" are determined to have succeeded in obtaining Cuba's agreement to restore normal immigration procedures. In accordance with the policy set forth in paragraph (d) on page 2 of NSDD 235, the provisions of paragraphs (a), (b), (c), of pages 1 and 2 of that NSDD are modified as follows: (6) (a) the admission of Cuban nationals as refugees into the United States will hereafter be handled in accordance with the procedures of general application set forth in section 207 of the Immigration and Nationality Act (8 U.S.C 1157) i 1st (b) United States Government officials shall issue preference visas to Cuban nationals in accordance with the general provisions of United States immigration law; and 1st (c) nothing in sections (a) and (b) above shall prejudice the legal authority afforded the Secretary of State under Presidential Proclamation No. 5377 of October 4, 1985. 18) Ronaln Bagan Declascified Released on 3-12-96 cf 5.0. 12953 by D.
