(A) Tobacco use is estimated to have caused

nearly 3,000,000 deaths a year worldwide in the
3
early 1990's, and is projected to cause in excess
4
of 10,000,000 additional deaths a year globally
5
by 2030, more than any single disease. More
6
than 70 percent of those deaths are expected in
7
developing countries.

(B) Many countries are unprepared to ad-
9
dress increases in tobacco deaths, including the
10
impact on health systems and health costs. While
11
tobacco consumption in the United States and
12
other established market economies has fallen
13
over the last decade, consumption is rising in
14
China, India, East Asia, and former socialist
15
economies. Tobacco companies in the United
16
States and elsewhere have increasingly targeted
17
those markets.

(C) Tobacco use markedly reduces good
19
health and threatens to erode the major health
20
gains in life expectancy of the last century. Only
21
HIV/AIDS infection and tobacco are large and
22
growing causes of death and disease worldwide.
