The Head Start numbers show the increment between the FY99 proposed increase in Head Start and Early Head Start as compared to FY98 flatlined (FY98 flatlined is HS total of $4,355, Early HS = $279, Reg HS = 4,076). You need to add the totals for Regular Head Start and Early Head Start in order to find the proposed increase for the entire Head Start program. The proposed 5 year total increase in Head Start as compared to FY98 flatlined is $3.8 (higher than what we were using yesterday).
