THE WHITE HOUSE WASHINGTON May 29, 1996 NOTE TO: HAROLD ICKES FROM: KITTY HIGGINS Kety I asked FAA to summarize for you the history of the smoke detector/sprinkler issue. In 1993, FAA did not proceed with a rulemaking because of the 6 to 1 cost to benefit ratio. Based on our discussion with Leon and George, FAA agreed to reconsider promulgating a regulation on sprinklers and smoke detectors. The recommendation on whether or not to proceed will be made by June 21. We can probably get a "reading" by June 7, on which direction DoT and FAA are "leaning." Let me know what else you need on this. cc: Leon Panetta George Stephanopoulos
