ACHESON
State Dept has issued directive to Budget Bureau transferring
$10 million to Philippine Army which is vitally needed for uniforms,
food and equipment.
Trade Agreement Bill has been acted on in Senate. There are sev-
eral provisions that are not good but bill as a whole OKay.
Iranian situation is in better shape than last week.
4 Power meeting in Paris is still going on but progress is slow.

Bond market has been healthy in the past few days.

Cong McCormack made speech in Houston Texas the other day and was
pleased to find good re-action to President's stand on MacArthur.
TOBIN
Agriculture Bill is not a good one but thinks we can get 3 amend-
ments on agricultural labor which will make the bill more palatable.
THE PRESIDENT
Authorized Wilson to issue policy statement on foreign allocations
of machinery and durable goods.
