MEMORANDUM FOR THE PRESIDENT
In accordance with your instructions of October 25,
1945, I designated Walter R. Hutchinson to investigate the
situation regarding collaboration with the enemy in the
Philippines. Mr. Hutchinson has concluded his preliminary
investigation, during the course of which he interviewed
those most intimately connected with the problem and
examined all available data on the subject.
His report, dated January 28, 1946, is attached hereto
and, in brief, he found that those Filipinos who gave aid
and comfort to the enemy fall into two categories: Political
collaborationists who held political office under the
Japanese and those who assisted them; and economic collabo-
rationists who engaged in commercial transactions which
materially aided the military forces of the Japanese.
The pattern of events which resulted in complete
military collaboration with the Japanese and in a declara-
tion of war against the United States and Great Britain by
the leaders of the political collaborationists appears to
