My dear Mr. Secretary:
I enclose you herewith a package
of papers which represent a political nove against
the Administration. It seems to be an attempt
to build up public psychology that we have been
doing nothing, by imposing on a lot of ignorant

people and securing that they send petitions
directed to me.
I think it would be desirable to have
Dr. Gries get out a letter describing what we
have been doing, making it as forcible as possible,
along the following lines:

"The petition signed by you addressed
to the President, asking him to undertake stimulation
of public works, has been received by this Department
We beg to call attention to the measures takim in
this direction last December, with which you are
apparently unf amiliar."
Then cite the measures taken at that
time and since, such as the Public Buildings legis-
lation, the cooperative work of Governors and
municipalities with the Federal Government, the
cooperative work with the utilities, pailways and
industries - all in short, concise paragraphs. Then
point out the results in increased construction.
I think it would be desirable to send
such a latter to each person who signed these docu-
