I am no believer in governmental compul- sion as a method of attempting to build up any kind of human activity. Compulsion is an implement for the stopping of wrongdo- ing. Rather are we to succeed if we set up such helpful and sound organization that peo- ple are attracted by self-interest to join in the effort. I believe therefore that we must de- vise machinery for the development of organ- ization, the joining of which would be purely voluntary and the advantages of membership in which would be such as to swiftly secure within their ranks the preponderating mar- keting of particular commodities, and would set in action the forces for the elimination of waste which I have indicated. Improvements in Transportation In a wider sense of eliminating waste and increasing national efficiency in long-view policies there are other equally important items to the farmer and our people in gen- eral. For instance: The consolidation of our railways into larger systems will allow a sure readjustment of rates in favor of the farmer because wider diversification of traffic, greater economy in operation, greater financial stability, and bet- ter handling of terminal problems by the railways. The development of central generation and interconnection of electric power companies will decrease costs and give greater assur- ance of supply of power which will affect all industry and production costs. The construction of the St. Lawrence, Mis- sissippi, and other waterway systems, the im- provement of the Columbia and Colorado Rivers, will contribute in various directions to decrease costs of transportation and in- crease the volume of water power and the security of irrigation communities. A systematic large scale and vigorous han- dling of the development of synthetic nitrates at Muscle Shoals will contribute to the cheap- ening of fertilizers. A score of other constructive efforts could be enumerated. [19]
