Provisions of Sec. 404(b) of China Aid Act of 1948
"Sec. 04(b). There is also hereby authorized to be appropriated
to the President a sum not to exceed $125,000,000 for additional aid to
China through grants, on such terms as the President may determine and
without regard to the provisions of the Economic Cooperation Act of
1948, to remain available for obligation for the period of one year
following the date of enactment of this Act."

This section first appeared as Sec. 3 (b) of S. 2393, the Senate
China Aid bill, which was reported unanimously by the Foreign Relations
Committee, and was sponsored by Sen. Vandenberg. S. 2393 was passed
by the Senate on March 30, 1948, after one day's debate.
When the Senate and House conferees met after passage of the
Foreign Assistance Act (s.2202) by the House, it was agreed to adopt
the essential provisions of the Senate China Aid bill instead of the
more complicated provisions approved by the House as Title IV of
S. 2202. As accepted by the conferees, the China Aid Act of 1948 con-
tains six sections (excluding Sec. 401 which merely designates the title
of the Act), four of which, including Sec. 404 (b), are taken from the
Senate bill, and two from the House bill.
In accepting the language of Sec. 404(b) the House conferees
consented to the deletion of reference to China from Title III of the
Foreign Assistance Act relating to Greece and Turkey. The pertinent
provision of the House version of that title is quoted here:
"Sec. 304 (c) There is hereby authorized
to be appropriated to the President not to
exceed $150,000,000 to carry out the provisions
of the Act of May 22, 1947 (Public Law 75,
80th Cong.), as amended, in relation to China."
