Secretary-General of the Commission who will offer the new
Constitution to Governor Reagan and Governor Raul Sanchez Diaz.
Ricardo Garcia Soto, will present Ignacio Garcia Batista who
will offer a duplicate of the original pact of friendship
between California and Baja California. The two Governors will
sign the pact and be joined by Mr. Garcia Soto, standing in for
Governor Hugo Cervantes del Rio, Governor of the territory
(the territory was not an official entity of the Commission of the
California's when the Commission was formed, it became such by
Constitutional action in 1968)
