The major stories of the day:
The govt "got to the fine print" of the energy program led
Chancellor as all nets led w/Simon release of regs on fuel
allocation due to begin Dec. 27th. Major point is required
25% cutback in gas production which to Cronkite "clearly
signals less fuel at higher cost. 11
By 9 PM error in
announcement had been realized and too late for nets
wires reported cutback is 5%, not 25% FEO announced.
Gas and other fuel distillates will be allocated to users on
priority basis w/military getting 100% of its needs across
the board. Energy-producing industries will get all the
fuel theynneed as will public transportation and such
emergency services as hospitals and police. Home heating
oil production won't be cut but will be allocated in such a
way as to compel RN-requested thermostat turn-downs. Gas
prices expected to rise 6-7¢, heating oil 8-9¢ noted CBS.
All factories, cattle farmers, and dairy farmers will get same
diesel fuel allocations as in '72 plus 10% to allow for growth.
Similarly treated will be USPS, truckers and other cargo
carriers. Aviation fuel allocations will be 5% less this month,
15% less in '74.
ABC's Geer reported from Yorktown, Va. refinery that 25%
cutback's unfeasible, but on CBS, industry spokesman O'Hara
said conversion's possible but will likely result in lower grade
gasoline, a result, CBS noted which underscores FEO estimate
gas is least efficient use of energy. CBS' Drinkwater reported
from LA where crisis will hit hardest. Other energy reports
anticipated truck stoppage by independents thru Sat. AM, looked
at British troubles (NBC), profiled Mass. imports of Polish
coal and looked at "ripple effect" of fuel shortage on Fla. produce
(CBS).
HAK on all nets called on European allies and Japan to join US
in internatl super agency to collaborate on e-erisis. He said
US "is prepared to make a very major financial and intellectual
contribution to the objective of solving the energy problem on
a common basis. There's no technological problem that the
great democracies don't have the capacities to solve together
